'106.3 Pop FM' KWNZ-FM Launches in Reno
Shamrock Communications Reno, Nevada, launches "106.3 Pop FM" -- reviving the nearly 30-year heritage call letters KWNZ-FM. "Pop FM," we're told, will pay tribute to this heritage by playing "The Hits You Miss" with pop-genre hits from the last 30 years. Director of Broadcast Operations Willobee Carlan will handle Program Director duties, with Bill Shakespeare as Assistant PD and Music Director. Core artists include Janet Jackson, Mariah Carey, Madonna, TLC, Prince, Michael Jackson, George Michael, Expose, En Vogue, New Edition, Whitney Houston, Boyz II Men, Donna Summer, Backstreet Boys, Destiny's Child, Wham!, The Jets, P!nk, Chic, Bobby Brown, and Paula Abdul, among others. The new "Pop" is also airing a limited number of currents/recurrents with the tagline "The Hits Are Back." Shamrock tells us that "106.3 Pop FM" will be available "anywhere via a live web stream and its website at www.1063PopFM.com. The new station will air with "limited commercial breaks" -- and without on-air hosts -- for its first month. Licensed to Lovelock, Nevada, KWNZ-FM launched "Pop" Monday (May 6) at 1:06pm and 30 seconds. UPDATED: Fort Myers WINK-FM Wants to Be 'More'
After teasing that "Wink FM" will "become a thing of the past," Fort Myers Broadcasting Hot AC WINK-FM, Fort Myers, Florida, flips to AC "96.9 More FM" with an expanded music menu that adds 80s artists to the previous "90′s, 2K, and Today" variety -- and says goodbye to Elvis Duran. This could be the first of at least several stations with the "More FM" monicker. In late March, Moyes Research Associates filed an application for a "More FM" trademark, with hopes that it will ultimately become a new national brand. At WINK-FM, the first song aired as "More FM" was Journey’s "Don’t Stop Believin'" -- followed by Taylor Swift's "I Knew You Were Trouble." More than the music changes at the Fort Myers station. The syndicated "Elvis Duran Morning Show" is out. Duran's show moves to Clear Channel "Y100" WZJZ-FM, starting Wednesday (May 8). Reports from the market say that WINK-FM is not only ditching its "Wink FM" identity, and adding more music to its mix, it is also moving to "more music and less talk." The "Wink FM" identity had been in use for the past 50 years. Moyes Research Associates, we're told, found that listeners are asking for more music and less talk, with fewer interruptions. The new format debuted at 10am Monday morning (May 6), following the tease during the wake-up hours, during which Duran's show was conspicuously absent.
KVMX-FM/Bakersfield Flips to 'Kix Country 92.1'
Lotus Communications' flips Classic Hits "Max 92.1" KVMX-FM, Bakersfield, California to "Kix Country 92.1" featuring a New Country format. The station adds the syndicated "Bobby Bones Show" for mornings and "CMT Radio Live" with Cody Alan for nights (6-11pm). The remainder of the "Max" airstaff remains as morning co-host Mel moves to 10am-12Noon, Anne Kelly airs 12-3pm, and former morning co-host Kris Winston from 3-7pm. KVMX-FM also picks up Bones' "Country Top 30 Countdown" airing on Sundays, 8am-12noon. Says General Manager Greg Holcomb, "Country music is one of those formats that crosses all demographics. With our impressive talent lineup, we look forward to satisfying our new listeners." He tells us that Kelly has been a part of Bakersfield radio for more than 20 years, and Winston is a Country radio veteran from Texas. "Kix Country 92.1" will directly compete with Buck Owens Broadcasting's Country KUZZ-AM-FM. Greg Rakestraw Named Indianapolis 'Fan' Program Director
Veteran Indianapolis sportscaster Greg Rakestraw is appointed Program Director of Emmis "The Fan" WFNI-AM and FM translator W298BB, and AC "B105.7" WYXB-FM, Indianapolis, replacing David Wood, who was named PD at sister Talk WIBC-FM last month. Rakestraw previously was PD at the crosstown Raven cluster, and has hosted at Sports Talk WXLW-AM, and been a reporter/producer at Sports Talk WNDE-AM. He recently has been filling in on "The Fan" and writing for its website. "We had strong candidates for The Fan job, but the strongest was Greg Rakestraw," says Emmis Indianapolis Operations Manager Bob Richards. "There won't be anything that Rakestraw doesn't have his fingerprints on at The Fan. If you hear it on the air, Greg one way or another will have influence over it." Rakestraw will also continue to fill in on-air at "The Fan" and write for the station's website. Rush Limbaugh Reportedly May Leave Cumulus
Rush Limbaugh's syndicated radio show reportedly is considering ending its affiliation agreement with Cumulus Media at the end of this year, which Politico calls "a move that would bring about one of the biggest shakeups in talk radio history." A source close to the show says Limbaugh's camp is considering such a move -- one that would result in 40 Cumulus-owned radio stations losing the rights to the talk show. Also, reports Politico the show might be picked up by competing regional radio stations in Washington, New York, Chicago, Dallas and other major markets. According to Politico's source, Limbaugh is considering the move because Cumulus CEO Lew Dickey has blamed the company's advertising losses on Limbaugh's controversial remarks about Sandra Fluke, the Georgetown law student. In February 2012, Limbaugh referred to Fluke as "a slut" because she had called on congress to mandate insurance coverage of birth control. The subsequent controversy over those remarks resulted in a significant advertising boycott. Cumulus Media, which has a contract with Limbaugh through 2013, has so far declined to comment on the report -- saying only: "Cumulus owns the premier talk radio distribution platform in the United States and doesn't comment on negotiations with talent under contract." Clear Channel, which distributes the Rush Limbaugh Program through its Premiere Radio division, also declined to comment. The news of Limbaugh's possible departure comes one day ahead of the Cumulus Tuesday earnings call, at which Dickey Is once again likely to address the impact the Fluke controversy has had on advertising. The source close to the show described Dickey's remarks about advertising revenue as unjustified, and said such "criticism" of Limbaugh had resulted in the consideration to leave the company.
Michael Savage Wins 'Landmark' Federal Court Decision Against TRN
"In a ruling that is being compared to the case that led to free agency in baseball, a federal judge in California upheld an arbitration panel's decision to release talk-radio host Michael Savage from a contract with his former syndicator, Talk Radio Network," reports WND Media . Savage's lawyer, Dan Horowitz, called it a landmark case for talk radio. "Michael is to talk radio what Curt Flood was to Major League Baseball," Horowitz told WND, referring to the player who challenged baseball's reserve clause, which kept a player bound to his team even after fulfillment of his contract. Savage told WND the ruling "should free talent from the threats and extortionist behavior of ruthless Old-Hollywood types who can still be found in the corners of the radio industry." He added, "For me, personally, it finalizes a struggle to perform for my audience in an atmosphere of freedom, not working on a 'radio plantation'." Savage said that the case personally cost him $1 million in legal fees. The judge who issued the order, Yvonne Gonzalez Rogers of the U.S. District Court for the Northern District of California, was appointed by President Obama. "This should give all of us faith in the legal system," Savage said, “where there is increasing distrust and cynicism about government in general. In this case, an Obama-appointed judge followed the law without bias." TRN CEO Mark Masters says TRN will appeal the ruling. Not only is Savage now officially free of TRN, but Talk Radio Network has also been ordered to pay Savage $862,455 that it withheld from him last year while the talk host was fighting to get out from his contract. Read the federal court order here. Arbitron Explains New Internet Simulcast Policy
Responding to radio station clients that simulcast all of their over-the-air programming on online streaming, Arbitron has loosened its streaming simulcast rules. The new policy allows a station stream to substitute out-of-market commercials while still being partnered with the over-the-air station in a Total Line Reporting combo. According to Arbitron, "This change allows greater flexibility for broadcasters and advertisers who stream commercials." Effective May 2013, a stream that simulcasts 100% -- including commercials and sports -- with an AM, FM, or HD-multicast station in the over-the-air station’s home Metro and DMA may carry different commercials outside the Metro and DMA and remain eligible for Total Line Reporting, provided that all other out-of-market content is simulcast 100% and the commercials are sponsored by the same advertiser. Prior to this month, in order for a stream to be eligible for TLR, the stream had to be simulcast 100% including commercials and sports everywhere the stream could be heard. Jacobs Summer School to Kick Off Conclave Learning Conference
The Conclave announces the high impact sessions for Jacobs Media's Summer School 4 which kicks off the 38th annual Conclave Learning Conference, July 17. "Conclave 38 begins with what has become a tradition, the fourth annual Jacobs Media Summer School," says Executive Director Bob Shannon. "This year, as part of our commitment to provide ideas that folks can actually take back to work and use, we'll learn how winners think, how great morning shows are built, and how non-media companies are using social media in ways radio has never thought of. And, that's just the first day of this year’s Conclave. Stay tuned for more agenda announcements this week." The Summer School curriculum will include: One-to-one with Jaye Albright; Talent Development; Mobile 2.0; Simply Social; Inside the Mind of Dave Hamilton; Jobs To Do and much more. Jacobs Media President Fred Jacobs tells us, "We have a great lineup for this year’s Summer School, including the star power of Rockwell inductee Jaye Albright to the legendary Dave Hamilton. Plus, the social media guru from the Mall of America – Bridget Jewell – and Target stores – Joe Curry. And we'll have great sessions including social media effectiveness, what's new in mobile apps and the challenge of the 'digital dash'." Spotify Acquires Tunigo
Spotify has acquired Swedish-based music discovery start-up Tunigo, which has a popular Spotify app that generates playlists based on users mood and activity. CNet tells us, "It could be Spotify's attempt to see off competition from the recently-launched Twitter Music" (Twitter #Music). All of Tunigo's approximately 20 employees will go to work in Spotify's Stockholm and New York offices. The Tunigo service will continue running -- at least for the time being, notes CNet. Tunigo's app tries to help people discover music by offering playlists picked by its own editorial staff mixed in with songs from its own users. The app is available on Spotify itself and via Apple's App Store. A private beta is also available for Android. "The acquisition fits into our overall strategy around music discovery ... basically helping our users make sense of over 20 million tracks," says a Spotify spokes. Close Up: 'Jersey's Greatest Hits' WJRZ-FM New Host Lineup

"WJRZ is poised to soar to new heights with our new outstanding on-air line-up!" Previous to that, Knight was the program coordinator at WHTG-FM "G-Rock" before it morphed into "Hit 106" -- where he was promoted to program director and was an on-air talent. Most recently, Matt was heard on the air doing weekend shifts on Greater Media New Jersey’s WRAT-FM.

Lakefield's radio career spans more than 40 years, including hosting top-rated radio shows in San Diego, Washington DC, Milwaukee, and Portland, Oregon.

Jacobs Media Techsurvey9 Released
Techsurvey9 shows that while gadgets and new media continue to occupy the headlines, radio's ability to uniquely connect with consumers on their preferred platforms is the "secret sauce" for future success in the digital space. Jacobs Media has now released its Techsurvey9 study of core radio listeners. Previously some data was presented in a series of webinars, but now Fred Jacobs has unveiled the 2013 edition of the Techsurvey series at the WorldWide Radio Summit in Los Angeles. This one was based on a study of 264 radio stations with a sample of 78,111 respondents. The study, conducted during the first two months of this year, is said to be the largest-ever such study of radio. The media habits of twelve different format core audiences were examined, utilizing four generations to tell a deeper story about media and technology use. Techsurvey9 shows that radio is making the transition to digital. Consumers are now accessing station content on digital channels. When asked to recall their last week's listening to the station that sent them our survey, 14% said they tuned in on computer and mobile streams, as well as other digital sources. The younger the generation, the more reliance there is on digital platforms to enjoy broadcast radio.
Although radio is making the transition to digital, AM/FM Radio still matters. This year's Techsurvey9 finds that the "emotional triggers" from 2012's Techsurvey8 study are intact -- listening to radio at work, mood enhancement, escape, and companionship. And consumers continue to demand radio in their new cars, as well as rely on broadcast radio for new music and new artist discovery.
Fisher Communications Q1 Radio Revenue Down 9%
Fisher Communications reports first quarter radio net revenue was down 9% from the year-ago period, to $4.3 million. That, says the company, was "due to market softness." Radio cash flow was down $0.22 million to $0.65 million. Radio cash flow margin of 15% was down from 18%. Fisher's TV division revenue grew 12 percent to $32.6 million. The company reports a first quarter net loss of $0.8 million, or $0.09 per share, compared to a net loss of $1.9 million, or $0.21 per share, in the first quarter of 2012, which included $1.2 million of pre-tax transaction-related expenses. Excluding the after-tax transaction-related expenses, the financial results for the first quarter would be about the same year-to-year. Says Fisher President and CEO Colleen Brown, "2013 is off to a strong start, led by the continued market share growth among our broadcast stations. This momentum reflects the quality and value of our local brands and is the direct result of solid execution across our group of broadcast stations. A testament to the excellence of our local media properties, Fisher recently dominated the 2013 Edward R Murrow Awards in the Northwest region, bringing home 10 Edward R Murrow awards, including the coveted Overall Excellence awards for KOMO-TV and KOMO Newsradio in Seattle. At the same time, we coupled operational execution with financial excellence, delivering substantial year-over-year improvements in TV cash flow and adjusted EBITDA." Says Cumulus SVPc of Programming Jan Jeffries, "Carlos has showed his tenacity and strong work ethic for years as Assistant PD, implementing and polishing the Cumulus strategy. We are proud of him and look forward to a long and successful future together doing great radio in Albuquerque." VP and General Manager Jim Christoferson tells us, "Carlos has been the 'heart and soul' of KOB-FM. Not only is he a top tier talent, now as PD, he will better be able to channel his vision and energy into making the station even more attractive to listeners and advertisers." Says Duran, "Jim Christoferson has an exceptional and focused drive to win. I am extremely honored to be working with my Cumulus corporate partners in Jan Jeffries, Mike McVay and Jeff Andrews. And, I'm extremely eager to reconnect with OM Kris Abrams, whom I have long considered to be a mentor as he originally hired me at KOB-FM a decade ago. I would to thank all of them for entrusting me with a brand I am fully invested and believe in." FEMA Teams with Premiere Networks for EAS
The Federal Emergency Management Agency (FEMA) announces a cooperative effort with Premiere Networks and private sector broadcasters that will provide an alternative method for radio stations to receive emergency information during a national emergency. As we first reported late Thursday, FEMA has added Premiere Networks as a Primary Entry Point station, which delivers information and instructions to the public in an emergency when there is no commercial power. As part of the cooperative effort, Premiere, would use its satellite program receivers in thousands of affiliate radio stations across the country as another tool for delivering national Emergency Alert System (EAS) messages. The radio affiliates would in turn broadcast the emergency messages to the public within its network.

The show will be hosted by Tesh, Connie Sellecca, who serves as the host of "Intelligence for Your Health Radio," and Gib Gerard. Says Tesh, "The greatest differentiating factor in this program is our local strategy. It's designed for local viewers and advertisers and for the national brands that are interested in a locally-strategic advertising approach. I spent 25 years in the local news world and am naturally very familiar with the needs of the local advertiser. We are implementing the rich content approach we've been using for the last 10 years on our radio program, to not only create useful 'life coaching' pieces for the viewer, but to also create unique, embedded-content pieces in which our advertisers can reside. This is a show that protects our local and national advertisers from the 'DVR dilemma'." CBS Radio and Lady Antebellum Celebrate New Album Release

CC Media Holdings Reports Q1 Revenues Down 1%
Clear Channel parent CC Media Holdings reports first quarter consolidated revenues of $1.3 billion, down 1% from Q1 2012. Clear Channel Media and Entertainment first quarter revenues decreased 2% to $656 million from $671 million, driven primarily by certain contract losses in its traffic business and lower sales. Operating earnings from radio stations were $2.4 million compared to $2.9 million, a decrease of 15.3%. Radio operating expenses increased 11.9%, or 8.1% on a same-station basis, primarily due to employee-related expense increases and a non-cash building impairment charge of $0.2 million." The majority of the overall revenue increase -- $1.8 million out of $2.6 million -- came from television, with radio responsible for $800,000 of the added revenue, mostly from national advertising. Says Entravision Chairman and CEO Walter Ulloa, "During the first quarter, we achieved revenue growth driven by increases in both our television and radio segments. Core revenue -- excluding retransmission consent revenue and political advertising revenue -- from our television and radio segments outperformed their respective industry averages, and we improved our free cash flow over the first quarter of 2012. Our audience shares remain strong in the nation's most densely populated Hispanic markets, and we believe we are well positioned to benefit as the U.S. Hispanic market continues to expand and advertisers increasingly recognize the importance of reaching our target audience." CBS Corporation Q1 Revenues Up 6% - Radio Revenue Flat
CBS Corporation reports "its strongest ever quarterly results, including revenue that exceeded $4 billion for the first time since CBS became a stand-alone company in 2006." Revenues of $4.04 billion for the first quarter of 2013 increased 6% from $3.80 billion in the same prior-year period. Local Broadcasting, which includes radio had a 3% increase to $638 million -- but CBS Radio revenues remained flat compared with the same prior-year period. CBS says added revenue from the new CBS Sports Radio network was offset by the impact of radio station dispositions in 2012. For CBS Corporation overall, OIBDA increased 15% to $916 million, with an 18% increase in Operating Income to $800 million. CBS executives say they are pleased with the overall first quarter results. Says Executive Chairman Sumner Redstone, "CBS has started the year with a terrific first quarter. Our premium content and multiplatform distribution strategy are leading to results that are better than ever. I am confident that this approach, under the guidance of Leslie and his team, will continue to propel CBS ahead in the years to come." President and CEO Leslie Moonves tells us, "Across key financial measures — including revenue, OIBDA, operating income, and EPS — this was the most successful quarter in our company's history." Former Cumulus Birmingham Market Manager Bill Thomas (Michael Thomas Stainback) is suing the company for discrimination, claiming Cumulus terminated him just six days after he informed them he had been diagnosed with congestive heart failure. The suit, filed in U. S District Court in Alabama, claims he "suffered discrimination via the terms and conditions of his employment, and subsequent termination from his employment, as alleged in the claims set forth below, and seeks permanent relief from this unlawful employment practice." Thomas says he informed corporate about his heart issues, and promised he’d continue working. Says the lawsuit, "Plaintiff is a person with a disability, has a history of a disability, and was regarded as disabled by Defendants. In 2009, Plaintiff had a severe heart attack which affected his heart rhythm. In 2010, Plaintiff had a pacemaker/defibrillator implanted after experiencing an attack of ventricular tachycardia, while undergoing a stress test. Because of Plaintiff’s condition of ventricular tachycardia, he is at risk of sudden death without immediate fibrillation. His heart is compromised and functions at approximately forty percent capacity, and Plaintiff has been diagnosed with congestive heart failure. Despite his condition, Plaintiff can perform all the essential functions of his job as Market Manager."
Jim Ingstad Sells Six Fargo North Dakota Stations, Buys Six;
After selling his six-station radio group in Fargo, North Dakota, Jim Ingstad purchased the stations of his longtime competitor – in a lightning-speed, three-way ownership shuffle. In the end, the two major commercial radio station groups in Fargo-Moorhead – headquartered just blocks apart – swapped an owner. First, Midwest Communications closed on its acquisition of Ingstad's six-station cluster for $25 million. Included in that deal are Talk KFGO-AM, CHR WDAY-FM, Country KBVB-FM, Classic Hits KMJO-FM, Sports KVOX-AM and Classic Rock KRWK-FM. Midwest, headed by Duke Wright, owns 47 stations in Wisconsin, Minnesota, Michigan, Illinois and Indiana. "We are a family-owned and -operated broadcast company with over 54 years in the radio business," says Wright. "We have had a long-term interest in getting involved in North Dakota radio, and we have family in Fargo. The Radio Fargo-Moorhead properties are among the top-rated facilities in the country. We are very excited about becoming involved with these great radio stations." Then, Larry Wilson’s L&L Radio completed its $21 million purchase of Triad Broadcasting’s 32 stations, including six in Fargo. And Ingstad, acquired L&L’s Fargo stations for $9.5 million. The stations involved in that purchase are Rock KQWB-FM, Country KVOX-FM, AC KLTA-FM, Classic Rock KPFX-FM, News Talk KBMW-AM, and True Oldies KQWB-AM. Ingstad will immediately begin operating his new cluster under an LMA. He also owns twelve stations in the Tri-Cities and Yakima markets of Washington. L&L Broadcasting will retain the other clusters it acquired in the Triad Broadcasting purchase in Biloxi, Mississippi; Bluefield, West Virginia; Peoria, Illinois; and Savannah, Georgia/Hilton Head Island, South Carolina. The bottom line: Ingstad will still have six stations in Fargo, but nets $15.5 million, while Larry Wilson recoups $9.5 million of $21 million. Memphis' WMC-AM to Become 'CBS Sports Radio 790'

NAB Asks FCC for More Indecency Rule Review Comment Time
The NAB is asking the FCC for more time for comments in the Commission's indecency rules review. The FCC, as we've previously reported, issued a "Notice" seeking public comments on how it should enforce their indecency policies following last year's Supreme Court ruling that the Commission can indeed do so, but needs to clearly spell out what the policy actually is, in a manner which can be evenly enforced, and which broadcasters can understand. The broadcasters association has requested a one-month extension from the current deadlines of May 20 for comments and June 18 for replies, asking that the deadlines be changed June 19 and July 18. The NAB says in its filing that the Commission "should allow adequate time for all interested parties to address fully all relevant issues and prepare thorough and thoughtful comments." The filing adds, "NAB also needs sufficient time to consider the views of our varied membership and to gather additional information about the impacts of specific policies on radio and television stations and networks." Says the association, "We observe that previous changes to the Commission’s indecency policies nearly a decade ago proved controversial and ultimately produced multiple legal challenges and appeals court decisions, as well as two Supreme Court decisions. Because changes in indecency policies pursuant to this Notice may prove similarly controversial -- and certainly raise significant First Amendment and other questions -- the comment period must be sufficient to provide all interested parties the time and opportunity to consider and present their views." Mike Westhoff and Ray Lucas Join NY Jets WEPN-FM Pre-game Show
Mike Westhoff and Ray Lucas are added to "ESPN New York 98.7" WEPN-FM's Jets pre-game show -- joining host Don La Greca and analyst Greg Buttle. Westhoff and Lucas will also make regular appearances on the station's studio programming throughout the season. "Our radio broadcast is an integral part of our fans' game-day experience," says New York Jets President Neil Glat. "We are confident that adding two veterans, Ray Lucas and Coach Westhoff, to our already strong roster of on-air talent, should enhance our fans' knowledge and enjoyment of our games." ESPN New York VP and General Manager Dave Roberts tells us, "Coach Westhoff and Ray have unique perspectives on the current Jets organization," said"Adding them to our Jets pre-game show and weekly studio programming will engage our listeners and drive the relevant topics around the Jets." Westhoff has more than 40 years of college and NFL coaching experience, the last 12 as Jets special teams coordinator, retiring after the 2012 season. Lucas, who played quarterback for the Jets, Dolphins, Patriots and Ravens during his seven-year NFL career (1996-2002), has had a significant role on the Jets post-game show for the past five years and will continue. Before joining Sun Broadcast Group, Aponte served as Director of Hispanic Sales for Cumulus Media Networks En Espanol. "One of the founding principles here at Sun is we only take on a project if we know we can be the leader in it," says CEO Jason Bailey. "When we expanded our portfolio to include national Hispanic programs like 'El Mandril,' we knew that we needed the very best person in network radio to tell this story. Julio is exactly that and I couldn't be more excited that he's joining our family." Says Aponte, "In Spanish we say 'El sol sale para todos' which means 'The Sun is for everyone." With the addition of these exciting Hispanic properties to the Sun Broadcast lineup, that statement has never been more appropriate. Today, I'm proud to say that this Sun does shine for everyone." Higher Income Earners Account for Majority of Entertainment Spending Nielsen: Households with Average $66,000 Annual Income Contribute 70% of Entertainment Dollars
Wealthier households are found to be the largest spenders for music, movies, books and more, contributing the majority of dollars spent on entertainment, according to a new Nielsen "U.S. Entertainment Consumer Report" study. Consumers in households earning an average annual income of $66,000 account for more than 70 percent of spending on entertainment. Not only did the survey find that these high entertainment spenders have more discretionary income than low or moderate spenders, they also participate in more entertainment activities. This group is also more likely to be female, ethnically diverse and have young children in their household. Moderate spenders on entertainment have an average annual household income of $51,000, while low spenders earn just a bit more, at $52,000. All three segments spend the most time each week playing video games and listening to music. High spenders average 4.3 hours per week listening to music, while moderate spenders reported an average of 5.1 hours and low spenders listening to music 6.1 hours per week. High spenders also average 3.4 hours a week "attending live events," while moderate spenders reported 3.5 hours per week and low spenders at 2.9 hours a week. Official: President Obama Nominates Tom Wheeler for FCC Chairman
As expected, President Obama nominates venture capitalist and lobbyist Tom Wheeler as the next Chairman of the FCC, to replace the outgoing Julius Genachowski. "Tom knows this stuff inside and out," Obama says a statement. The President adds that Wheeler "is the only member of both the cable television and the wireless industry hall of fame. So he’s like the Jim Brown of telecom or the Bo Jackson of telecom." Until Wheeler is confirmed, FCC Commissioner Mignon Clyburn will serve as Acting Chair of the Commission. NAB President and CEO Gordon Smith says, "NAB salutes President Obama's historic selection of Mignon Clyburn as acting Chair of the FCC. Commissioner Clyburn is a trailblazer and role model for millions of women, and her commitment to serving the public interest is unquestioned."
Jacksonville WOKV FM Simulcast Replaces Retired 'Rock 104.5'
The stunting ends on the former "Rock 104.5" WFYV-FM, Jacksonville, with the frequency becoming a simulcast of sister Talk WOKV-AM, which moves from the lower-powered 106.5 FM it has used since 2006. The flip came after several days of stunting that teased five potential formats, none of which actually was the new occupant of 104.5 FM. For now, WOKV's programming is airing on all three signals, as WOKV briefly transitions 106.5 listeners to the new frequency. The programming will also continue on 690 AM. The 104.5 signal is one of the most powerful in northeast Florida. "Our listeners told us loud and clear that we needed more power”, says Program Director Mike Dorwart. "Moving to 104.5 FM means that, for the first time ever, our listeners can hear WOKV everywhere in northeast Florida, any time they want." He notes that the "most noticeable improvement will be heard by listeners in Baker, Clay, St. Johns, and Nassau counties. They now have full coverage from WOKV, 24/7, on 104.5 FM." We're told that WOKV’s full weekday lineup of Conservative Talk will be on 104.5 FM -- including Herman Cain, Rush Limbaugh, Sean Hannity, and Andy Dean. WOKV was one of the first stations to begin simulcasting a Talk format on FM in 2006. Cox purchased Christian AC "106.5 The Promise" WBGB-FM, Ponte Vedra Beach, and it became WOKV-FM. Now speculations begins on what is next for 106.5 when the transition to 104.5 is completed. Knoxville News Talk WNOX-FM to Become Country
With Journal Broadcast Group's acquisition of Oak Ridge FM’s News Talk WNOX-FM, Knoxville, about to close, the company is preparing to move the Country format currently aired on "Q93" WCYQ-FM to the stronger 100.3 signal currently occupied by News Talk WNOX. A Country simulcast is set to begin on the two FMs Thursday (May 2), while some of the News Talk programming now on WNOX-FM will move to Blount Broadcasting’s Classic Country WKVL-AM, a daytimer at 850. Among the select shows to survive on AM ia the afternoon Sports Talk show "The Drive With Russell Smith." Journal has received an FCC waiver to allow WCYQ-FM and WNOX-FM to simulcast for two weeks beginning May 2. At the end of the waiver period, the Country format currently on 93.1 will remain on 100.3 exclusively while 93.1 debuts a new format, to be announced. There's speculation it will be a Classic Hits format. Journal’s purchase of WNOX-FM was approved by the FCC in late February. Many loyal fans of WNOX-FM's ending Talk format are upset with the moves. One published comment calls the new format "Cuntry Musak."
Report: NYC WFAN AM-FM Simulcast to Split in January
The long expected end of the AM-FM simulcast of CBS Radio Sports Talk WFAN-AM-FM, New York, will come in January, reports FishbowlNY.com's Jerry Barmash, citing a source. Barmash says that "a source close to the situation cautions the switch is tentative"; the move would ostensibly put the national CBS Sports Radio lineup on 660 AM with the local WFAN format continuing on 101.9 FM." CBS Radio VP of Sports Programming and WFAN Program Director Mark Chernoff says, however, "We have no announcements to make in regards to WFAN/CBS Sports Radio at this time." According to Barnash, his source says, “There is an effort to make sure that the Fan is not too adversely damaged by the change.” There's been a dilemna in New York City on how to clear the new CBS Sports Radio network, with some suggestions (as we've previously reported) that the net might go on the FM signal, if the local format doesn't successfully move its audience there. Keeping the local programming on AM, we've learned, is definitely an option. It was on 660 AM that the first Sports Talk station became a national model, and where it still remains successful. That dilemna, according to our own sources, is the main reason the introduction of the new 24/7 CBS national net still hasn't debuted in the Big Apple.
John Ryder Gets Expanded WEEI-FM Red Sox Role
Entercom's Boston-based WEEI-FM names John Ryder as host of the station's pre- and post-game coverage of Red Sox Baseball. Ryder has been with WEEI since 1998 and is a regular contributor to the "Planet Mikey" show, in addition to hosting Red Sox Review and Celtics Rewind after Sox and Celtics games. "John has done a stellar job in every role we've had for him and has absolutely earned this promotion," says Entercom Boston VP of Programming Jason Wolfe. "He's hosted the pre- and post-game shows for the Sox many times before and was a natural choice for us to fill this important job." Entercom Boston also announces that Sean Grande and Lou Merloni will join the broadcasts filling in for Dave O'Brien, who will miss Monday night games during the season due to his responsibilities for ESPN. Grande has been the voice of the Boston Celtics since 2001, after having served as the TV voice of the Minnesota Timberwolves for three years. Merloni is currently co-host of the "Mut and Merloni" show on WEEI-FM. Merloni also had a nine-year professional career in Major League Baseball, the first five with the Red Sox. Wolfe tells us, "John has done a stellar job in every role we’ve had for him and has absolutely earned this promotion. He’s hosted the pre- and post-game shows for the Sox many times before and was a natural choice for us to fill this important job. Sean’s play-by-play experience speaks for itself. He’s one of the greats in the industry right now, and Lou’s expertise is second to none. There's no baseball man in Boston who knows the Sox better than Lou." A new national poll of registered voters from Fairleigh Dickinson University's PublicMind finds that 63 percent of self-identified Democrats and those who lean Democratic support the former Secretary of State , with her potential rivals trailing her significantly. Twelve percent favor current Vice President Joe Biden, and three percent support New York Governor Andrew Cuomo. As for the current crop of frequently mentioned Republican possibilities, Republicans split their loyalties about evenly among Florida Senator Mario Rubio (18%), former Florida Governor Jeb Bush (16%), and New Jersey Governor Chris Christie (14%). Another nine percent endorse former US Senator Rick Santorum, and a fifth each prefer someone else (21%) or are unsure (21%).

President of Content and Affiliate Services for National Media Groups at Clear Channel Julie Talbott says, "FEMA's Emergency Alert System is one of the most important tools for preparing and notifying the public during times of emergency. We're honored to work with FEMA to help distribute these potentially life-saving messages to U.S. citizens and strengthen disaster readiness on a national level." Says Damon Penn, Assistant Administrator of FEMA's National Continuity Program, "This cooperative effort between FEMA and Premiere Networks is one of the latest initiatives to engage the private sector’s cooperation in raising community preparedness across the nation. We count on the broadcasting industry to alert and warn the public through the standard broadcast Emergency Alert System (EAS) including AM, FM, and satellite radio, as well as broadcast, cable and satellite TV, if a national emergency occurs." FEMA's Integrated Public Alert and Warning System (or IPAWS) permits national emergency alert messages to be delivered simultaneously through multiple communications devices. While a presidential EAS message has never been activated, IPAWS provides the President with a way to address the American people within 10 minutes of a national emergency. Other alerting authorities include State, local, territorial, and Tribal public safety officials designated to communicate alerts.

Yesterday, in response to reports that Wheeler's nomination was at hand, Smith said in an earlier statement, "NAB welcomes the nomination of Tom Wheeler as Chairman of the FCC. He has the experience and temperament to serve the agency with distinction, and we look forward to working with him." Says Genachowski in his own statement, "Today President Obama announced his intent to nominate Tom Wheeler to serve as Chairman of the Federal Communications Commission and designate Commissioner Mignon Clyburn to serve as Acting Chairwoman upon my departure. These are excellent selections, and I commend the President."
The FCC’s role has never been more essential, and with Tom’s deep policy expertise and his first-hand experience as a technology investor, he is a superb choice to advance the FCC's mission of promoting innovation, investment, competition, and consumer protection. Tom will be a great FCC Chairman, and I urge his swift confirmation. It has been a great honor and pleasure to serve with Commissioner Clyburn for the past four years. Mignon is a strong, experienced, and thoughtful leader. She has distinguished herself through her work to modernize universal service and promote competition, and as a champion for closing America’s digital divide. With this appointment, Mignon will also distinguish herself as the first woman to lead the FCC. I congratulate my friend and colleague on this honor." Genachowski now tells us when he will leave. "With this nomination and appointment, when I depart in mid-May, I'll be leaving a revitalized FCC in great hands."
I am a firm believer that our government can be an effective problem-solver with an important role to play in opening doors of opportunity for all Americans. This agency, and the outstanding people who comprise it, are to be commended for their service to this nation, and I intend to work hand in hand with every Bureau and Office to keep it running smoothly and efficiently. I also look forward to collaborating with members of both houses of Congress to ensure that we are fulfilling our mission. I want to again express my gratitude to the President, my family, friends, and staff, as well all those who have offered their support and guidance prior to and during my service at the Commission. I will continue to work hard in confronting the crucial issues that come before the FCC, and will do so with the interests of the American consumer in front of mind. I join a host of others in congratulating Tom Wheeler on his nomination, and wish him well as the Senate considers his candidacy. Chairing this great agency brings with it the need to make myriad complex decisions each and every day. Tom’s depth of experience makes him well-suited to the job, and I have no doubt that his leadership will allow the FCC to smartly navigate the ever-changing communications landscape. I want to again thank Chairman Genachowski for his leadership and friendship over the past four years. I look forward to working with Tom and his team, and offer my hopes for a swift and successful confirmation."
